Under the Bush Administration, the US Department of Defense did not issue annual Freedom of Navigation reports for the 2001, 2002, and 2003 fiscal years, instead issuing a single report covering the four years from 2000-2003 in May 2004. There are some discrepancies between this report and the Clinton Administration's 2000 Freedom of Navigation report, which appears under a separate entry for that year.
